1890, Ohio Senator John Sherman introduced and saw passed into law the Sherman Anti-Trust Act which provided not just fines but jail sentences against people like Rockefeller who were committed to destroying competition and owning entire markets. The law was flawed with a few loopholes and ambiguities, so it was amended in 1914 with the Clayton Anti-Trust Act.
